What most likely happened is that the design team asked for a Grass/Fire type Pokemon so the artists pulled inspiration from the real world region Paldea was based on (Spain set off the Columbian exchange which brought over many foods from the Americas such a peppers, the comedy and tragedy masks were commonly used in plays during the Roman Empire) and ended up with Scovillain.
