the level spread is retarded in the water. you can find like a level 10 wingull or a level 40 fully evolved pokemon. why?
every tile is somewhere you can find pokemon instead of land routes where you can avoid the grass if you want meaning use repels or waste your time fighting 4 underleveled as fuck pokemon and maybe one pokemon that is almost your level.
water routes in gen 1 were the same but there was only 1 required water route instead of like 3
plus there's dive which is seperate from surf making more HM bloat.
there's stupid little islands with pokeballs and trainers scattered around everywhere which makes it so that if you want to interact get ready to run through the do you want to surf prompt yet again or just ignore it becuase its probably just another shitty super potion you could buy at the store.
honestly caves have most of the same issues though but they're usually only one route or so and often have a bunch of trainers decently leveled wild mons and don't require 1-2 HMs just to enter just to insult you with low level unevolved water mons late into the game.
