It's a mandate from GameFreak that they've managed to impose on the anime, notice how the game models and in-game art have very vague cleavage as well. However, 3rd party art doesn't have this problem.

I’d imagine it’d potentially raise the games rating if they had visible cleavage, which they absolutely do not want. If there is a mandate from TPC then it probably only applies to game characters.
