Dwebble and Excavallier can be separated from their armor, you can just take it away from them. So it's not part of their body, it's an item the Pokemon uses so heavily that it "may as well" be part of its body. So why can't that apply to something the Pokemon holds, which it is never seen without and may as well be treated as an extension of its body.
See what's actually happening here is that Dwebble isn't truly Bug/Rock. It's Bug and the shell is Rock. But the game doesn't display this as "Bug & Rock", it just displays it as Bug/Rock as a shorthand. Same with Gurdurr. It's not actually a Steel Type, but you can still Type is as "Fighting/Steel" with the Steel Type referring to the weapon rather than the Pokemon
