he lost access to priority because of that(at least until gen 9 where he got vacuum wave but its not as good cause its not stab) and he lost scaled so all you have for special water stab is surf (if you want to be accreate ) or brine
only thing the special set has against the physical set is flash cannon over metal claw
and being burned isnt much of a issue
