The guy with the 50 minute overly philosophical video about Gen 1 being good because Onix is bad probably has the best poketuber take on Gen 2's mon distribution and level curve. tl;dr when you look at it objectively it can't be defended, but it's a game for kids and they didn't know how to make new generations yet, so we just got Kanto+, which was good enough for back then.
