I used to be mad about Houndour, Murkrow, and Slugma being restricted to Kanto along with Misdreavus being in Mt. Silver(?), but now I realize my problem moreso lies in the non-existent level scaling for Kanto. It'd have been fine if Kanto had continued to be a natural challenge progression and those Pokemon were encountered then instead of earlier, but Kanto is so fucking easy that it's more of a weird scenic tour and there's no need to continue training or building out your team. My thesis is that the Kanto progression should've been fixed first and foremost, and then those Kanto-locked Johto mons should have been encountered at suitably higher levels; at that point, shoving them all in Johto would leave nothing new to discover in Kanto. I think people in general are more upset that there's no reason to use the Kanto-locked Johtomons than they are than they are that those simply show up late. And with regards to wanting Houndour early, I do too, but there are always Pokemon who end up showing exclusively toward the end of the game. Exactly which Johtomons were chosen to be stuck there is another issue
