On the surface, making it so volcanos don't erupt sounds like a novel idea if the intent is to simply keep them from blowing their lids beneath the facade though is something diabolical that no one really tends to think about; they're just rerouting the intrinsic forces coalescing at Mt. Chimney (which are effectively inert because the volcano has a sort of equilibrium to allow the volcano to release the buildup of pressure which in turn prevents a full-on eruption) which could inevitably cause a splitting of the land, thereby creating a POSSIBILITY of more water routes.
Of course Archie is naive to believe that his plan is to simply make the volcano a new lake for water Pokemon, much in the same way Maxie is naive to think forcing an eruption out of the volcano is a brilliant idea.
Archie was always depicted as being inferior strategically in comparison to Maxie, so his plans always seemed rather dimwitted.
