Just get Guitarist Masuda and Bug Catcher Tajiri to use Tyranitar in the Battle Tower. Trainer mon distribution solved!

Blue has one in the HGSS rematch and the FRLG post-sevii rematch, and it's one of the Pokemon he can pull out in the Battle Tree. I'm pretty sure he's the only major NPC consistently shown with one across the series.

That’s because Game Freaak hated Tyranitar (and Gen 2 Pokémon as a whole) and didn’t want them to become popular. So they made them impossible to find and didn’t let NPC’s use them so that so that no one would know about them and the GenWun Pokemon could get extra shilling. However Game Freak being retards made Ttar too cool and people liked it, all the other points you mentioned were attempts to sabatoge it

Isn't it quite good in Gen 3 competitive? With Sand, huge attack stat, good coverage. Breaking walls, dishing out stab rock dmg, and stab pursuit.
