>>56214141It's a little more nuanced than that actually. Zangoose were the initial aggressors back during the Route 114 civil war of the 1800s resulting in Zangoose migrating to the Route and pushing Sevipers out of the Ruby version. This caused a ceaseless conflict during the two.
This eventually culminated in the 1940s apartheid-like slaughter of many Zangoose by Sevipers wearing Zangoose-shaped hoods, known as the Blue Bucks Band. The resulting cullings of Zangoose numbers caused Sevipers to be branded as racists (and rightly so) for an incredibly targeted and xenophobic attack and tensions between the two groups would periodically flare up, with many Seviper who would slither home late at night being jumped by groups of Zangoose and many Seviper showing up uninvited to Zangoose parties and gatherings and using chemical warfare to attack them.
This eventually resulted in the 2002 segregational act where Zangoose would be kept to the Ruby version and Seviper to Sapphire, but due to many Seviper crying foul over the Zangoose attacking first, they also got an appearence in the Emerald version. Zangoose would often cite this as racial favouritism, earning them a spot in Gale of Darkness but neither group has ever felt as though they truly got what they were owed. Despite Hoenn paying out reparations to both groups, the racial tensions still exist to this day. I wouldn't recommend going to Route 114 at night. Lots of rough and tumble types around there, especially if you have one in your party.
