75/75/95 bulk is actually very respectable in lower tiers up until Gen 8/9. Lucario has a flat 70/70/70 and it survives a fair share of hits with 0 investment. Beheeyem uses its bulk to set up Trick Room, and that lets it get away with investing in bulk instead of speed. It also has a decently wide move set with access to Recover, Psychic, Psyshock, Thunderbolt, Shadow Ball, Signal Beam, Nasty Plot, Trick, Calm Mind, Energy Ball, Reflect, Light Screen, Toxic, and Thunder Wave.
125 SpA is flat out excellent in lower tiers, and you can even get greedy with a Trick Room/Nasty Plot/Psyshock/Thunderbolt set to nab 2 - 3 KOs before Beheeyem goes down. Even with minor SpA investment it can still 1HKO/2HKO some of the bulkier special walls in the tier. See:
