Why was Misty even popular? She was a mediocre at best character and largely useless to the plot in Indigo. Only good moments with her are Ash roasting her.

She was probably the most competently written character in OS and as a result the anime as a whole. You can argue subjectively that other characters like Brock are more likable but they're pretty one-note.
Not that Zoomers can understand any of that.

Misty was popular in the 90s because she was the only prominent Pokegirl period. Nobody really cares that much about her now aside from nostalgiatards that dropped Pokemon 25 years ago and just remember her as "that cartoon girl from my childhood".
