Firestones don't exist in GS so Houndour is far more conducive to the game, they do not meaningfully differ in functionallity, except that Houndour can serve as a crutch for the upcoming gym, which is usual design in Pokémon games, and now Growlithe is in the exact place where it was in Gen 1, makes perfect sense. I think there's a general implicit rule in Pokémon games that GF avoids giving enemy trainers Pokémon that you can't get, with only some exceptions that tend to have good reasons, but two major trainers have a Houndoom before the credits
