Regarding why introduce so many psychic types, I think it may have to do with the elite 4 teams: BW were games that, for good or bad, stuck to only working with the gen's new mons. So at least for the elite 4 members there needed to be a good number of new lines of their type available in the region, and then some more so not every psychic type is part of one trainer's team.
So maybe is that.... or maybe they were just inspired to make a bunch of really cool psychic designs during that gen. I'm inclined to believe the latter because Shauntal for example only has 4 ghost lines to work with and she's forced to use all of them.
Speculating about what GF intentions were with them though, they may be similar on a surface level (slow, mono-psychic), but it's very clear they had different things in mind regarding their capabilities:
Reuniclus is a tank that hits hard without the need of setting up that's meant to be hard to take down (Recover + Regenerator/Magic Guard).
Going by its movepool Musharna is a slightly more defensive pokemon that was obviously designed around the use of Hypnosis. Honestly should have been given No Guard as an ability, but oh well.
Beheeyem is kind of a bust tho. I get the idea they were trying to make a extreme heavy hitter with the use of Analytic, but the poor thing can't take hits let alone recover from them. GF has always had problems understanding that slow AND frail rarely works outside of very specific gimmicks.
