This. Arven has probably been alone since he was like 5. Age is truly meaningless in Pokémon, and I don't even mean from a sexual perspective. I guess when you have magical sapient creatures that take care of you makes quite a difference, plus the fact that it's a utopic world with very little crime and/or poverty.

He's not that old, probably around 16. His parent hasn't seen him in a couple of years and says through the robot clone how he's grown. He's still pretty short at 165cm so probably didn't finish growing yet either.

He does not look younger than Leon or Raihan. He definitely looks ambiguous but anywhere between 15-19 makes sense. In my head I pictured him as 17, on the cusp of adulthood but still in school and dealing with hormonal teen bullshit.

And even that's highly debatable, since as far as the games are concerned we're always viewing Pokemon from the idealized lens of our happy-go-lucky protagonist. But then you still have shit like society's rejects in those like Team Skull, people like the Eevee Trainer in Alola who had to give up on his dreams to work retail, or Sea Mauville in ORAS.
