>>56249225The problem with megas like this, and Mega Evolution as a mechanic by extension, is that they compete for the single mega slot on a team, which buffing a bad Pokémon to merely serviceable doesn't suffice for. People are still not going to use a mega that would constitute a merely good Pokémon if they could use a great one.
