Are these two actively using the Fly HM, or is it just something their Pokemon can do? There's no way to depict Cut or Strength in art without specifically referencing a game mechanic, it's just something the Pokemon can do. It'd be like saying a Lapras can't ferry you unless it knows Surf first.
