The Battle tower is (was) a standard feature, so of course you get to try it in the new gen with new mons, new mechanics, new formats, and new tycoons/brains. Every pokemon game is copy/paste by your logic start to finish so you make no point here whatsoever. It's just like how new games have new gyms and elite four.

By the way, I like the PWT, but it is not comparable to a Battle Frontier, which was present the previous two generations. People expected a Battle Frontier in BW2, PWT is not a replacement for that. It's gamefreak lowering the bar, not to say PWT is bad, but it's less effort than a Frontier.
