iirc johto has a reputation for having these cutesy round designs, which is a shame because the johto artstyle is extremely good at making badass pokemon look good and very clean.
Suicune and raikou are top 2 in the franchise for me. Skarmory and tyranitar are very high up. Johto really is good at making things look clean period.
My favorite kinds of pokemon also are the "mystical/mage" type then maybe the more "violent/beast" coolmons and johto has a lot of "mystical" in it.
So while I hate maybe half-2/3 of the johto dex the good designs are contenders the best in the franchise.
The gen 3 artsyle just makes everything look extremely, extremely sterile and boring. there are no real really good standout designs.
kanto has a lot of trash but at least a few standout designs.
meanwhile gen 4 artstyle is kind of fat, ugly, grotesque and too cartoony but I think it's good at making mons have a lot of character for better or worse. which makes some of the gen 4 designs look really interesting.
