>>56260992I know how they create them kid, I read the interviews where Masuda outright said they don't put something out that doesn't work as a pokémon, they don't fully throw away potential pokémon if they feel some kind of re-working will make it a pokémon and don't go back to a submitted image after a certain length of time has passed, due to the nature of how their series has evolved since it started (ie, they've released a load of Gen 1 beta images, because they know they won't make pokémon out of them, we see few if any submitted designs for 5, 6, 7, 8 or 9, as they may be able to re-work it to fit the universe and add them to the canon). There's an expiration date on designs and Spheal being a result of a re-work (because the thing is a cute wee fucker, but superfluous when Pikachu exists) is more likely, that two wholly separate designs popping up. It happening in the next Gen after is just confirmation of Masuda's re-work statements. So yeah, you don't get both, because it was an either/or - it either became a pokémon in Gen 2, or it got re-worked and added later and since it didn't pass muster to be a pokémon in Gen 2, it needed the re-work to make it in Gen 3.
