Raichu is one of my faves in general, and Pikachu is a decent middle stage. I don't mind it being the mascot or being shilled I think it's good at that.
>>56263612This is because at some point in concept it was the first of a three stage, but in the final version of the first game, it ended up being first of 2 stages. So, they got trapped. Can't make Raichu too good or it'll make Pikachu look bad, and can't make Pikachu outright stronger than it's Evo. For a long time they probably wished they could retcon Raichu but didn't want to do such a thing. Now they easily could what with all these transformations or split evolutions and such, but by now may as well not experiment too much with what's been working all these years.
