I think RR devs implemented the mandatory rematches at Koga because they felt the first 4 gyms are too easy as they're before the game really opens up (Post-Erika, TM's and pseudos in Game Corner, most mons evolved by then with better movesets, hidden ability changing in Saffron, ect).
Still pretty obnoxious though lol.
