Venusaur is frog shaped, It's reasonable to assume it can move quickly in short bursts like a frog does, but is otherwise fairly sluggish. Hence why it's 80 and not 100ish.

Translating "Initiative" as "Speed" has been a desaster to the English Pokemon fanbase.
The stat is not running speed. It is initiative in battle. Being able to move fast may give you initiative, but so does having a keen eye or quick wits.

Frog legs Venusaur is LGPE revision to make all three starters be reasonably able to follow player's character running at full speed. In all previous portrayals Venusaur's back legs are short but muscular.
