Later on he does use the mochi, to empower the Loyal Three against Ogerpon.
Though now that I think of it, it might just be that the mind control is an ability he developed over time (subconsciously or otherwise). The first instance of him using the mochi was to make his parents love him more, but tragically enough that's not what it achieved at all. It didn't actually increase their affection towards him
because they already loved him unconditionally rather all it did was awaken their inner desires and make them ask for shit. It's only after he fulfills those requests and thus feeds that newly unlocked greed that their love does actually grow. Maybe it started less like overt control and more like an influence, like a coddled child who gets away with whatever he wants.
Even the wording itself in the dex entry is ambiguous and I'm sure that's deliberate. Not just because it only mentions his own will, but chained has such a different connotation to something like bending or suppressing. It's instead more like tied, or connected. How are you supposed to interpret that?
