Compare Stone Edge to the likes of Close Combat, Earthquake, Outrage, Draco Meteor, and pretty much every other high powered move, and Stone Edge loses out.
Compare Rock Tomb to Knock Off, Scald, Body Slam, and several other secondary effect moves, and Rock Tomb is extremely far behind.
