It's close, but having STAB before victory road is actually pretty nice even if you're less good defensively
For gen 2 exclusives it's probably in the HG player's favor but I'll admit it's close. But why are you only considering the Gen 2 exclusives?
Arcanine>>>Ninetales
Ninetales has hypnosis and that's all it gets that Arcanine doesn't this gen. Worse offense. Worse ability. Worse movepool. Doesn't get much more onesided than this. (HG)

Neither are exceptional, but a fast frail fighting type that can do damage is way more useful than a fast frail normal type that can't. (HG)
Omastar>Kabutops
Both of these are annoying to get and you have to wait until Pewter (pretty decent chuck into kanto), but Omastar actually has a decent movepool that doesn't require wasting tms on like Kabutops does. (HG)
Sableye=Mawile
These require a swarm but they're both so shit in gen 4 that any superiority over the other is marginal.
Claydol>Swalot
same annoying swarm method, but while bulky slow poison types are a dime a dozen (and with better offenses or ability) Claydol is a little more unique. (HG)
Cradily=Armaldo?
Both very annoying to get, but unlike mawile vs sableye, they're both pretty ok so idk
Latias=Latios
Both very annoying to catch but probably worth it. You need an event to get Soul Dew, so if you do have it Latios probably eeks out over Latias but if you don't then it's even.
Kyogre=Groudon
You already need to beat Red in order to get them and can't use them in the battle facilities. What's the point?
Overall HG is still better for exclusives than SS
