Back when I was like 5 and deep into my Pokemon obsession I had a turtle plushie (I think it was a turtle anyways) that I pretended was Numel and I loved it dearly

Honestly, these are liberties of the anime that responded to the needs of the plot.

Fortunately, it is already canon that Pokemon have size variability, so if they present an error like this again in the media, they can simply use this phenomenon as an excuse.

How about a Convergent based on a banana slug, it would be yellow too, but its real eyes would be Numel's ears, it would have fake eyes on the bottom and its hump would be a coconut where it could hide.
