Levitate was better in gen 3, damp was better in gens 3 and 4, drizzle and drought were better in gen 5, prankster was better in gens 5 and 6, aerialate was king in terms of offensive power in gens 6 and SuMo, and parental bond needs absolutely no explanation whatsoever. We had plenty of good intimidate users prior to Incinerorar: Salamence, Arcanine, Gyarados, Mawile on ETB, and even the golden child of healthy meta Landorus Therian. What truly broke intimidate was Incineroar's perfect support movepool. Otherwise, it would have been nerfed long before gen 8 considering balance changes to doubles were being made as early as gen 4's nerf to moves that hit all pokemon on the field such as earthquake and the newly reworked surf.
