Literally nobody knows. Lev Gengar was great but not broken enough to warrant a nurf. And Earthquake was so regularly used at the time that the nurf took Gengar from an above average glass cannon to shit.

Removing an ability for an objectively worse one is a nerf however you want to brand it. Especially when it makes just as much sense for Gengar to have Levitate as cursed body given it's a ghost.

Because it could switch into ground type attacks then mega evolve which is one of the things which made Mega Gengar so overpowered. They should've just nerfed Mega Gengar directly instead since the removal of levitate hurt regular Gengar way more.
