There's plenty of graphical glitches (particularly with the global lighting effects) and frame rate slow down, but we're not talking about an action-game that require frame-perfect precision or a VR simulation that demands graphical fidelity or your immersion is ruined.

It's a pokemon game. The original was playable on a Gameboy, a system less powerful than modern toasters and refridgerators.
The entire game was 512KB, which is the same size as this attached PNG.

We're talking about a turn based RPG. The fuck do you care how it runs.

Yeah it's pretty bad. Maybe you should emulate if your PC can handle it.
That being said, despite the performance and graphics issues, for me it's the most enjoyable Pokémon game I played in a long time. I even replayed it, something I haven't done since I was 16 during gen 4. (Not that I particularly liked gen 4, I just had the Pokémon autism)

Yes it does. They never fixed anything. Even the white line in the left of the screen when you heal in the pokemon center wasn't fixed.

being honest the performance is really bad on some places like the the blue catfish lake but is at least tolerable everywhere else

I enjoyed played the base game more than PLA, I believe the dlcs are not as good as the base game
