But if you want something more comprehensive:
· Early on, social networks were mostly used by young people.
· Pokémon is highly popular among that same demographic.
· Artists tend to be eccentric (AKA edgy) people.
When you combine all of the above, you get an online art scene full of edgy youngsters; making it so the pokémon that appeal to them are over-represented.
And then you have "trend chasers" causing a feedback loop of popularity, which keeps Lucario popular among the new blood. At this point, Lucario is popular simply because it's popular.
You can observe the same phenomenon with anything like Lucario that manages to become popular, such as Loona from Helluva Boss or Kuromi from My Melody.
But on top of all that, TPC keeps pushing Lucario-- so it never stops being relevant (unlike, say, Death from Puss in Boots).
It's the perfect storm.
