Mew is intended to be evocative of a fetus.
Floats around all curled up and pink in a little air bubble in the anime, that big long pink tail being all umbillical.
It's famously cloned, so that's sort of fetus adjacent.
Has the potential to learn any move and transform into any other monster.
It's a birth motif.

I would think Sugimori referencing the original design as "fetus-like" is authoritative enough. But, the source here is a book only in Japanese that I don't have the time will to dig up, so I can't give a direct quote that definitively proves it. Evidence is strong enough in favor of it though.

Mew is said to have the DNA of all pokemon in it (which makes no sense but whatever) and be viewed as a genetic ancestor to all other pokemon. It's very similar to how embryos all look very similar for animals IRL. There's very little that visually distiguishes human, cow, or lizard embryos early in development, and mew is supposed to be reminiscent of that concept with a little extra cat thrown in.

OP asked why Mew looks the way it does in the original RG games, and that's why. Everything else is naturally going to be somewhat speculative unless Sugimori says something new about the original design.

I just read a translation of the interview in that book and it straight up doesn't mention mew at all. and the caption under the artwork of mew in the other part of the book just says it was added by morimoto. wikipedia probably shouldn't allow stuff that only exists in foreign languages as sources.

Not him but that's what a lot of mews pokedex entries say and that's supposed to be the reason it can learn every move. Of course it doesn't really make sense because some pokemon have origins that would completely separate it from mew like the man made pokemon, aliens, ghosts, minerals, plants, alloys and all the legendaries that predate mew.
