During elementary school, students go on field trips around the mountains using the excuse "let's find tsuchinokos!", the true reason is just exercising and connecting with nature for a change of pace, nobody truly expects to catch a tsuchinoko but it's like an ironic way to hype everybody (yeah let's catch that mythological animal!).
The appeal from the tsuchinoko is its simplicity and legend itself, it's like a small snake with fat around the middle, so what could be more rare than a regular tsuchinoko? Obviously a double tsuchinoko.
That's a punchline by itself that's not lost on japanese players, a double tsuchinoko is hilarious and memorable because not only you found a rare animal, you found a rarer version of it.
For westerners they just expected a cool dragon because they don't connect with the whole tsuchinoko concept, it's just a random piece of trivia they saw once, not something that they have a shared history like elementary school japanese students.
The tsuchinoko design is perfect, and to try to make it cooler than it is, would be honestly pretentious. Dundunsparce is a perfect Pokemon.
