The issue with the level curve isn't difficulty, it's how boring and flat everything is. Like "Woo! Level 27 shitmons outside of Blackthorn!" That sucks ass, there's no spice

the real problem is it makes teambuilding a pain in the ass past the midway point of the game. because all the pokemon you can catch are low level, and to get them up to meet the rest of your party you have to grind low level encounters for hours. so catching any new pokemon past like goldenrod or ecruteak is a waste of time, encouraging you to either build a team very early or run with less than 6 pokemon.
hgss is still one of my favourites and I don't even mind the team rocket bits but this is a big flaw.

I beat Chuck, Jasmine with my team at mid 20's with quilava, pineco, magnemite, flaffy, and golbat without grinding. Sure it took me a few tries each, but I used tactics like smoke screen, and confusion irrc. Most people whining about some parts in HGSS just suck at a children's video game
