I think they probably have some crazy strict guidebook or whatever to go off of for marketability in every other corner of the merchandise machine, and because of Nintendo wanting to protect the IP at all costs.
Besides nostalgia pandering or easier/quicker designing stages, stuff like regional and paradox mons surely hit all the marks with little worry. I'm sure they don't want a repeat of Gen 5 where people throw a fit because there aren't enough recognizable pokemon easily accessible in the game.
Or, are we talking about in general as far as the game design goes, not just monsters? In that case, they ran out of creativity at Gen 1, no kidding. Every game since is the same song and dance, even to some inane little details.
>Gen 7 got rid of gyms!Trials are just worse gym puzzles, minus the trainers, plus a pokemon "boss" battle instead. Kahunas are gym leaders. The island trials are like 2/8 for being anything different or better than a gym puzzle.

Last significant change to the battle system was Gen 4 physical/special split, and even it is overstated in my opinion.
