No one is going to a Regional and saying "oh it's just a Regional, I won't try very hard" or "oh it's just an International, I'll save my good performance for Worlds." If you're winning a big event, you're winning against people trying their absolute hardest, so yes, winning the two largest tournaments of all time, even if they're "just a Regional" is impressive enough to be called the GOAT, not even factoring in the fact he's been winning events for a decade.
