North is forests primarily, red woods in places, they get more and more dense until they become an inaccessible wall. South is deserts and badlands with cactus and sandstorms making up a wall there. East is mountains, lakes, and snow and a literal set of mountains making up a wall there. And then once you got the walls set up, you fill the center with farmland and wetlands and whatever else you need. There would only be a handful of large cities, but tons of smaller ones dotted around. All of them really spread out.
The group of 3 legendaries would be cryptids (Bigfoot to the North, Nessie type to the East, maybe Mothman to the South?). The fourth one would be out in the ocean and would be a post game/dlc catch. Box legendaries could be a lot of stuff, honestly. I'm pretty into the idea of a legendary based on a Hoenn style team, so one team that thinks urban centers should start moving out into natural areas and one team that thinks nature should be allowed to retake larger cities. Kind of like the past/future legends of SV but with a Team Magma/Aqua flare. And at the end both teams are revealed to be under the control of the same group, so we could throw a little Aether in there for fun.
Ironically, California actually has a shit ton of biomes, like GF is always trying to shoe horn into maps. It's sort of surprising they've never touched it, it almost feels tailor made. People make a big deal out of the cities in Cali, but it's actually mostly open forest, desert, and plains. With way more farms than cities.
