Gen 2 is a better case because Umbreon and Espeon are effectively free, but you still get it at Gym 3.
Comparatively, Gym 3 gives you Lucario and Gym 1 gives you the starter in X and Y. Not only is the latter fully evolved, unlike the level 20 Eevee you acquire in Gen 2, but again, you're given a megastone that you can immediately use.

Unfortunately, I can't remember the rest perfectly, and there's no convenient list. I tried using Serbii but I immediately noticed that Lavender Town, a town accessible by Gym 3, was in the list, but unfortunately this just isn't the case before Gym 5, so it says nothing about when you unlock them.
As far as I can tell though, Gen 2 actually has them available by gym 3, which is weird because I don't recall that.
