If we are considering the ability to trade/migrate, I'd pick Leaf Green but otherwise Blue (SGB enhanced)
Soul Silver, Emerald, Platinum, Black 2, X, Moon.

Kinda odd how OP didn't mention Gen 5 or 6 to me. I guess Kalos doesn't have much of a choice before PLZA, sure, but the difference of an experience between Black and Black 2 is more than SM to USUM... by a longshot, right? I mean a whole chunk of the region is added on and you go through it in a different order.

I instinctively defaulted to emerald but then thought about some more and ended up going with oras. You get the Delta episode and the chance to catch Deoxys which is really cool. There's the dex nav and way more Pokemon in the game. Mirage spots, soaring, a ton of legendaries. Simply just having 721 available Pokemon to play with adds a ton of points in a Pokemon game.

i thought the reasoning is that SM and USUM are similar enough to count as different versions of the same game. but BW2 being a sequel makes it separate from BW. so you'd play both for unova.

HGSS at least adds wild Steelix and Misdreavus and some Dark types are obtainable before the post game

Yeah I got really frustrated by this. Also if you want a Johto fire type pokemon and didn't choose Cyndaquil the earliest one you can get is fucking Ho-Oh in Gold and in Silver you have to wait until you go to Kanto

No, it's really a problem of shit pokemon distribution. So many pokemon are unavailable for a playthrough because they can only be caught towards the very end. The breeder is fairly early in the game so you can trade pokemon and then breed your own to use, but this is only possible after already completing the game and having a second copy or the game.
Gen II is my favorite in the series because it looks and feels the best but it really has issues with pokemon distribution and the level scaling of opposing trainer's pokemon.
