It's probably that both games were revealed with a trailer/teaser and have nothing else to show for it months (or in the case of Elder Scrolls VI, years) on. Happens pretty frequently in the industry but ZA is the first time it's happened for Pokemon specifically iirc.

They don’t want to make the same mistake as SV with all the bugs. The dev cicle for all game has increased and pokemon is no exception. From now on GF may not be able to keep the one new game per year policy as they intended

TES 6 was revealed 6 years ago with no release date. PLZA was revealed 6 months ago and will be out in just over a year at the latest. This isn't even comparable.
