>>56362509I think besides the first stage grass starters, it's just Drifloon, Diglett (regular), Pikipek, Slowpoke (Galarian), Snom, Spinarak, Doduo, Pichu, and Pidgey. Then you've got a few others that are only 001 in things other than dexes or are first but not in a numbered system like Victini, Chatot, Eevee, Vivillon, Dialga, Abra, Flareon/Vaporeon/Espeon/Umbreon/Leafeon/Glaceon/Arceus, Poliwag, Squirtle, Magikarp (standard), Pikachu, Sylveon. Counting Master's Dex, the player character's syncpair makes Torchic/Solgaleo/Ivysaur/Venusaur/Charmander/Charmeleon/Charizard/Wartortle/Blastoise/Regirock/Cobalion/Mespirit/Registeel/Alcremie all the first too.
