Koolboyman and RainbowDev (formally TPP Dev) collaborated on Anniversary Crystal for Twitch Plays Pokémon, then TPP Dev assisted with Prism development until the C&D. At some point, Koolboyman retired from the project and left it in TPP Dev's hands. I don't know what percentage of RainbowDev is actually made up of original TPP Dev members anymore, though.

Hey what a coincidence, I'm >>56373456 and just started playing that ROM a few days ago.

It's translated but the translators were very obviously not fluent speakers, a lot of the dialogue is pretty ESL and looks more like they just copy pasted a lot of the writing over onto google translate than try to adapt it into English. DeepL would have done a better job translating it.

Still very fun, though. I'm hooked.

FireRed Rocket Edition >>56373404 you start in Kanto and with a Rattata and you don't really leave the region, you slowly climb the ranks of Team Rocket. You steal people's Pokémon. Spoilers: You uncover why Red is so good at being a trainer, what was the deal with Mew, Mewtwo, Giovanni, Fuji, Blaine etc, you capture MissingNo and you're Red's real rival.

In Pokémon Team Rocket Edition >>56373582
you start in the Sevii islands under Archer's tutelage and you will make your way to Kanto, slowly climbing the ranks. You start with a Zubat and a a bit later a Sentret. You can't steal people's 'mons. Spoilers: The story from what I've seen is a bit inspired by FR Rocket Edition, but it takes some liberties, it's also a lot longer from what I can tell, I haven't gone any further than the first half a dozen missions. Fair warning, like I mentioned here >>56373667 the English translation is pretty spotty. If you can speak Spanish I advise you to get the Spanish version since that's what the creator wrote the original version. It's not... the worst English translation, but it's got a lot of flaws.

The dexit IS bullshit, but there's a difference between a game where you can trade the mons you don't haven and a game where all mons ever created are catchable. The encounter tables would be hell.
That's why such a romhack doesn't exist, I reckon. Some devs cherry-pick some mons from younger generations sometimes, but I don't think anyone has ever been crazy enough to try and include everything.

If I knew how to code and program a fan game/rom hack, I'd like to try my hand at it to make the game I want and be the first to actually make an "all official Pokémon ever made are catchable" game. The only issue is that I have zero ideas for a region, the story and worldbuilding and I don't want it to fall under the cringy fanfic crap I detest so much. So in the meantime I can only hope for such a fangame, or for GF to unfuck itself and undo the Dexit bullshit.

You should start slow anyway, because it would be way too huge of a starter project.
What you could more easily do to train yourself would be something like the dev of Unova Red did.

>replace all Pokémon with Unova mons
>change a few lines of dialogue here and there

Using the pokered disassembly, it isn't even that complicated to do. There would be a huge work to do on sprites, however.
There are disassemblies for Red, Crystal and Emerald, btw.

I'm not sure what you mean, but here's Archen and Archeops' learnsets in Unova Red.
Archeops can also learn some TMs (2, 4, 6, 8, 9, 10, 15, 20, 23, 26, 28, 31, 32, 34, 36, 39, 40, 43, 44, 48, 50, 51, 52), but I can't be arsed to look up what they are.
