That would go against their intention. The whole point was for Gen2 to fail, that’s why they made Johto so small and dependent on KANTOOO and why the wasted space on putting Kanto in instead of fixing Johto. They didn’t want to do Pokémon anymore and wanted Gen2 to sell so poorly that players Nintendo would make them stop doing Pokemon

How would the game improve when you had absolutely no way of knowing what "Kanto" was? The region was never named in any English material prior to Gold & Silver, and none of the locations before Indigo Plateau resemble any areas in OR use any music from Red & Blue.

The game does not improve because of the naming of Kanto, that is not the point. It improves because there is another region to play in, with 8 more badges.
