It wouldn't be difficult, just a few locations, you would travel in transitions with a snowmobile or a pokedog sled, as a central theme it could be a tribute to The Thing and the Mountains of Madness with UB and Eternatus as the main stars.
You would start as an employee of Silph Co. who was relocated to the Tiksi branch as punishment or hazing, the company is interested in certain strange minerals/energy obtained only in that area, the problems begin when the staff starts to disappear. In order not to lose the tradition your starter Pokemon would be a Glaceon and Flareon.
Being the closest region it would have strong influence from Sinnoh, having an Ainu village, descendants of the Pearl and Diamond clans, an oil platform belonging to the villain team, a town run by some relative of Wulfric inspired by Moscow, a port with large ships, with the sister ship of the S.S. Libra, the S.S. Scorpius a research ship, an airport with a relative of Shelly using a plane painted like an H.Braviary, clandestine warehouses, where illegal battles with Pokemon with a strange dark aura are used, the facilities of Silph Co. here would be your room and finally the mine of the company Silp Co. where an accident left exposed some strange ice structures that resemble an abandoned metropolis.
Wild Pokémon would be scarce, with most being imported through legal means and smuggling, being mostly Pokémon from Sinnoh, Kalos, Unova, and Galar because they are temperate-cold climate regions, in addition to giving a contrast to Orre that uses Pokémon from Kanto, Johto, and Hoenn.
