I know you're joking around OP, but broken outlines in low-res sprite art are used to imply lines are becoming thinner. In higher res art of zapdos, the lines in his wings thin down until they go away. You can't draw a line thinner than 1 px, so if you start with a 1px line the only way to imply it getting thinner is to "skip" pixels in the line. Which is what they did there.
I've circled a few other places in the sprite that use the same trick. It's technically a form of dithering. Same logic as dithering or crosshatching. Your brain fills in the blanks.
