His simple goal of wanting to see the true power of pokemon for the sake of curiosity is relatable, but he doesn't pretend to be a good guy and is very upfront about being completely amoral in his approach. His blue hair thing is weird and ridiculous, but he has style and charisma beyond that. And even though I don't like the blue thing much, it does make him very recognizable.
