Ho-Oh is a lot more inserted in Johto's lore and folklore and while HGSS tried to bring them to the same level of relevance, in my opinion you can still tell Ho-Oh was the og mascot.
Design-wise, they're both good, but Ho-Oh is just so much better as a whole in the context of the games.
