The point of that picture is that nearly all the gen 2 npcs were tanned anyways, some being quite dark like the Hiker, so the whole "memories" shit is a meme. Especially when talking about a "gen 2 style" graphical demake of gen 3 that takes many liberties in itself. Hell, the official Hoenn and Sinnoh remakes themselves retroactively added darker complexion npcs.
I was looking through various screenshots of overworld npcs in Seaglass and this sole one in picrel I found was by far the darkest, haven't played it myself yet though.
