150 gets you lopsided pokedexes/ trainer teams like Kanto (ghost and dragon) DP Sinnoh (ice, fire, electric) and BW Unova (elite 4 had to use 4 pokemon and gyms only 3). That said, not everything is going to be perfectly balanced. You can have a bit more and still be lopsided like in rs Hoenn like with Glacia and Fantina.
Around 400 pokemon seems to give enough wiggle room for types to be lopsided and still give enough room to fill everything out, even if there are a ton of legendaries or gimmicks filling out like 40 of those slots
Over 400 seems a bit bloated as you could get a Kalos situation with only 453 pokemon.
