Pallet Town would likely be easier to capture than Celadon now I think about it, it's a small town so not likely to put up much resistance, and has sea access for easy landing. That would allow you to establish a foothold in the west and start putting pressure on Celadon.
I still think it's important to take out the power plant. It's relatively isolated so shouldn't be too strongly defended. Maybe instead of divesting a whole fleet there, just send a stealth submarine or something to knock it down early in the war before they are able to fortify it. Cutting off the main power source of the region would be a huge boon, and it's right there accessible by sea, it's just too tempting.
Fuchsia and Cinnabar will pretty much be cut off by a naval blockade and destroying Cycling Road, so I wouldn't worry about them.
That leaves Celadon, Saffron and Cerulean. I think Celadon/Saffron can be sieged like I said after you secure the port, power plant, maybe have a western foothold. Cerulean would either cave after that, or, if you were able to secure a front in the east you could float an invasion force in through the river I guess. But I think it would be more important to focus on the Celadon/Saffron core.
